Unable to change billing plan

I need to disable the billing for app id: 08D73C6A-C7AB-BAD9-FFEA-DBFAAD5AEA00

We're using a different app now and no longer need the paid tier for that one. When I tried to choose free, it said error occurred and didn't switch.

Allen,

The billing for that app has been disabled since October. Please do not delete the app as we need to figure out what has happened.
