I recently deleted an app (webuyand) which was on Springboard. I would like to apply it to another app: 95C48FBC-2E5B-E96B-FF2B-D4A4AE14B200 but I cannot see an option to do so

You were warned that you will lose Springboard if you delete your app but still your deleted it.
Your “delete app” confirmation dialog looked in the next way
If Springboard was obtained via missions there is a chance that it can be restored. Please go to the “Missions” page. There Console should show you a dialog in which you can select an app for which Springboard will be unlocked.
