What is changed using the "permissions" column toggle?

Managing file permissions at https://develop.backendless.com/#/v1/main/files/permissions?type=roles/web shows 4 columns. Read, write and remove are described in the doc and fairly obvious. What does the Permissions column toggle control?

Hi Dave,
the Permissions column control the ability to change the permissions through API. If you deny for some user or user role to change the permission, any attempt to set Read/Write/Remove columns within API ends with no luck. Hope it’s clear now…
