Bulk Object Relationships add/set?

Can I insert/upsert those rows with an object relationship at the time of insert?

No, bulk insert/upsert works only with primary objects and doesn’t do anything with related objects

If no, how do I go back and bulk add/set (I’m not clear on what the difference is) the object relationship for the rows I just inserted?

The bulk save/upsert returns a collection of objectId values. You can pass that collection into the children connector of the Add/Set Object Relations block:
