Add tooltip to components that don't have setting?

Is there a way to add a tooltip to components (like Input, Checkbox, Radio Button) that don’t have a UI setting for it? Icon has the setting, and it’s very handy for saving space.

I could offer you to wrap this components into Blocks, and add tooltip for them.
