Analytics users values is always 0 except registered users

I saw : Analytics-Users
so i checked my analytics and found that active, new and returning users values are 0 even in the past 30 days .
note:
*in front end in backendless sdk the app is in development not in production
*alot of users made one api call
*there is a new users that access my app for the first time
*also there is users that access my app multiple time

Just to make sure, does Active Users, New Users and Returning Users needs user to be logged in
so they start counting?

Yes, analytics counting your created but non logged users.
