we want to use new feature in version 6 App-to-App Deployment, and to do this we need to create a new app in same billing Plan,
so if we have app in Cloud9 plan we should create a new one in Cloud9 plan, and this mean we will pay for each one monthly 25$ or we will pay 25$ for the two apps

Yes, you are absolutely correct. The feature is meant as a deployment of two apps which are replicas of each other, therefore they need to be on the same billing plan.
