Because AWS SNS sends it to the same device token with the same certificate and the same application.
What do you think is the reason why you can do it with AWS SNS and not with BACKENDLESS?

Did you register your device in Backendless after receiving the device token?
Did you upload the iOS push certificate to Backendless?
Could you please provide the Application Id, where we can check this issue? (We’d need to replace your certificate with ours to check push notifications).
