As I can see, you have exceeded the limit for business logic scripts (event handlers and timers).
To resolve this situation, you have a few options:
You can purchase the Unlimited Business Logic Scripts product from the Marketplace, upgrade to the Scale plan, or remove one of your existing Business Logic Scripts.

These handlers are installed as part of the Twilio Integration Plugin.
To remove them, you need to uninstall the product from the marketplace (Twilio Integration Plugin).
