I’ve added a data table with UI Builder and configured the “Allow Add” option to true. When using the “add” feature the new entry to be typed in is at the bottom of the page. Is there a way to configure so it appears at the top?

Regrettably, you are unable to directly control the placement of a new element. However, a sorting option allowing you to sort by the “created” → “created desc” field might be suitable for your needs.
