On the Users section of the Console, I go to the Email Templates and it is showing up as blank, I’ve tried on multiple browsers. Not sure what caused this.
Does the problem still exist? If so, please verify what browsers have you tried and provide your Application Id.
This is still happening on Google Chrome v74.0 and Safari 11.1.2 on a Mac

I can see the problem - requests to get templates returns an empty array. I opened an internal ticket for the team to investigate. Ticket # BKNDLSS-18442
