Yes, the confirmation email will be sent if you enable the feature “Require Email Confirmation” in Users tab. You can read more information about User Registration and Email Confirmation in documentation
FYI - For whatever reason, I was not getting an email confirmation when I deleted a user and tried to reuse the email address. I did get the email when I used a new email address. Maybe this is the expected behavior?
No, this is not expected behaviour.
But I cannot reproduce your issue. Here are the steps I followed:
- Register the user
- Confirm the email
- Delete the user from a database
- Register the user with the same email
Result: confirmation letter was also delivered the second time.
