Regardless of console features, is it possible to directly export App settings and Data tables as CSV files in file storage?

Yes, it is possible. In fact ALL operations available in console are also possible with Management REST APIs.

It is a feature available in the Backendless Plus and Cloud Enterprise pricing plans.
