Does the Domain Control feature only offer IP access restriction to APIs? Can it be applied to files hosted on under the web folder on File Service?
I want to make some web pages only available to a certain number of fixed IPs.

Yes, Domain Control feature offers only IP access restriction to API.
If you set domain restriction it will be applied to all api calls.
