Is it possible to restore an app that has been automatically deleted?

I had 2 apps under a free plan that were dormant for some time (4 months). They seem to have been automatically deleted. Is it possible to restore them?
The application ID’s are
05DBC061-3DE1-0252-FF3C-FBCECC684700
and
125AF8BD-1879-764A-FF22-13FB1C162400

It is pity, but 4 months of inactivity for free plan – is a lot. So we cannot restore them.
If you want the apps persist even without activity, you should switch to the any payed plan.

ps. These apps were not on 3.x version, but on 6.x
