The Justify and Align icons are all 90 degrees off. Just rotate them 90 degrees counter clockwise and they’ll make much more sense.
While you’re at it; if you want to make things even easier for Newbies, Justify should be renamed to “Justify Vertical” and Align Items should be renamed to “Algn Items Horizontal”.
These icons operate in the context of the selected “Direction”. If the direction is “top to bottom”, then the icons can be “seen” as if they are 90 degrees off, but in reality they are exactly what they are 
If the direction is “top to bottom”, then the icons can be “seem” as if they are 90 degrees off
Now I understand! That’s why they always seem off.
Especially since, the “top to bottom” Direction is the default setting.
