No support for importing Users table relationships?

I have my Users table setup with a 1-to-N relationship with students. I exported the Users and Students tables, and then went to re-import them but on the “Finalize Import” screen the column for the relationship between the two tables doesn’t exist. Is this because of the fact that the Users table is a special systems table? If I remember rightly I was able to do this no problems in the past for two normal (app) tables.
