Push Commander mission task 3 doesn't load

Hi - I completed Push Commander Mission task 2 - but when I click on task 3 “Register Device for Push Notifications” the mission instructions don’t come up at all. Instead I get a red toast at top-right that says “User has no permissions for specified resource.”

Looking at network traffic it looks like there is a 400 being returned from the GET call to:
