Reducing Billing Plan

I’m trying the reduce the Billing Plan level for my app LifeDoc. From Scale to Free.
It says I need to remove Custom HTML. I have deleted it from the Frontend/Components and on the page I was testing it on.
I still get the same red splash screen and it stays at Scale.
