Templates (html files) aren't changing

Hello,

I’m confused on how the templates are working.

When I go to Files → web → templates and for example, change_password, I edited the index html and the css file and i want it to look like this:

But when I actually do send a password change for an email, i don’t see the layout/style changed. I still see the old one:

Isn’t this the path to edit the template?

Now all templates are reside in UI-Builder.

After changes press Publish
