I checked all your apps; they are on the free plan. As for the $13.25 charge, it comes from the following:

The app was switched from the Free plan to Scale on January 22nd. Then, on January 26th, you switched it back to Free:

During the 5 days the app was on the Scale plan, it accumulated the following charges totalling in $13.25:
