Unable to login. Multiple login limit for the same user account has been reached

My settings are as follows:
Lock user Account: Unlimited unsuccessful logins
Unlock User Account: Waiting time required to unlock user account: 1 minutes

But I can do whatever, I can never log in and get always the message “unable to login”. I have tried it with two different users but without any success.

The message “unable to login” - Is it full message?
In the “Users” → “Login” section I see the “Enabled Mulitple Login” setting is enabled. So, if you exceed the limit, you will receive an error when logging in. The error message looks like: “Unable to login. Multiple login limit for the same user account has been reached”

I do not understand the consequence of the option “Enabled Mulitple Login”, but I disabled it and no it works.
