I keep getting “Remote database unavailable” error. My team is currently only 1 member (me).

I checked your billing history and do not see when you were charged twice. The component was uninstalled on September 1st when a credit of $9.96 was issued to your account. You have not been charged since.
The component appears in your account due to a glitch, however you were not charged for it. A statement is emailed to you on the 1st of every month which also shows that.

We just cleared the function pack from the app. Once again, there were no double charges whatsoever.

Sorry, it was my mistake! The statement does say that total payments are $0.00. I got confused by the first paragraph’s total of $-9.96 which I though to be another payment and not a refund. Seeing the component as installed only strengthened my impression.
Anyway, thanks for the help!
