Shortcut for springboard plan is not working

I have completed the missions necessary for Springboard plan activation but can not activate it.
I switched to Cloud 9 plan (trying to switch from Cloud 99 plan) but I was charged for 1 month of Cloud 9 and not able to change to Springboard plan.

Please assist - I did not want to purchase Cloud 9 plan at this time, only use Springboard plan and continue to assess.

Same thing… can’t sign up for springboard plan even though I have finished the required missions.
